Welcome to the Alabama Water Use Reporting Program

The Alabama Office of Water Resources (OWR), a division of the Alabama Department of Economic and Community Affairs (ADECA), is charged with the oversight of Alabama’s Water Use Reporting Program. To meet administrative, data storage and management, and other support requirements, an application named, ‘eWater’ has been designed to provide on-line access for application submissions, account management, and annual reporting. If you do not withdraw water directly (such as purchasing from a local public water system) but will manage a discharge into a water of the state, you do not need to obtain a Certificate of Use. You may, however, may be required to obtain a permit issued by the Alabama Department of Environmental Management (ADEM). Information about the various permitting programs can be obtained here or by calling the ADEM Water Division at (334) 271-7823.
